Enable (Buying Group) for User - System Option

Type- Can be Global, Assigned or User

Options are yes or no. 

It is possible for a store to only have certain user using the referral feature.
This is typically where there are several different store-types all in the same database.

If buying group specific software is used, that buying group name would be in the
parenthesis, if not it will be RFMS Referral.  Because the wording can be changed
it cannot be used as a search.  Instead search by “Enable” or “for user” to find
this option.
