If Admin Only is selected, then only the users who have PM & Communication Center Administrative Rights check box selected on the user screen will be able to edit or delete remarks. If All Users is selected, then all users in the system will be able to edit and delete remarks. If No is selected, then no one will be able to edit or delete remarks.

This system option is for Remarks in PM only.  Non-PM users do not have the ability to edit or delete Remarks.
