Move Button and ERRM

When using ERRM and the line is delivered, it can no longer be processed using the move button .

 The journal will not be posted properly. 

Lines need to be moved before the delivered ticket is run.

If the line has been delivered to be able to move it, the user will have to unassign the line, and re-assign and them move it.  

This button will be grayed out once the order is Billed.

To move inventory in a billed status, the line must be unbilled.
