Payroll Update 25.99 and Year-End Form Guidance
We want to clarify guidance around Payroll Update 25.99 and year-end form generation for tax year 2025.
Last year, no payroll update was required to generate USA W-2 and 1099 forms for those operating version 23.99 or higher, as the update for form creation was delivered via a server-side solution.
For 2025, the One Big Beautiful Bill Act (OBBBA) introduced a change to the W-2 form, requiring overtime wages to be reported in Box 14. In order for RFMS to automatically populate this new data into the field, Payroll Update 25.99 is required, which is why we communicated that the update would be needed this year but not yet available.
The IRS has issued penalty relief for tax year 2025 for employers who are unable to fully comply with the new overtime reporting requirements, as long as the information is made available through other means:

What this means for USA customers as of 01/13/2026:
1099s are not impacted and can be generated as usual.

Summary
While Payroll Update 25.99 will enable automatic overtime reporting in Box 14 when available, it is not required to generate USA year-end forms or remain compliant for 2025. Supplemental reporting may be used if needed.
